Pipeline or liquefied natural gas (LNG) facility

PHMSA drug and alcohol testing regulation (49 CFR Part 199) require drug and alcohol testing of safety-sensitive employees of operators, and their contractors, of natural gas and other gas pipeline transportation, hazardous liquids pipeline transportation, and liquefied natural gas (LNG) pipeline facilities. This includes testing those that are transporters of hazardous materials and employees who perform operation, maintenance, or emergency-response functions regulated by 49 CFR Parts 192, 193, or 195.

Random Testing Rates mandated for each driver pool is currently: Drug:50% , Alcohol: N/A.  Testing rates are systematically reviewed and are subject to change by the DOT.

Pipeline drug testing program regulations

Required PHMSA Testing:

  • • Pre-employment: An employer must conduct pre-employment drug testing of required staff before they are hired.
  • • Random: An employer must conduct random drug testing of required staff at an annual rate of not less than 50%.
  • • Post-accident: A person who is directly involved in a serious incident must be tested for drugs and alcohol.
  • • Return-to-Duty/Follow-up: Return-to-duty and follow-up testing are required under specific circumstances
